COLLABORATION IN BASIC SCIENCE AND ENGINEERING (COBASE)

Program Factsheet and Application Instructions 2000-2001

*OVERVIEW*

Collaboration in Basic Science and Engineering (COBASE) is funded by the
National Science Foundation (NSF) and administered by the Office for Central Europe and Eurasia of the National Research Council, the operating arm of the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine. The program provides grants to individual American specialists who plan to establish new research partnerships with their colleagues in Central/Eastern Europe (CEE) and the Newly Independent States of the former Soviet Union (NIS). This program is designed primarily to prepare these new partnerships for competition in NSF programs.

Beginning in 2000, COBASE will offer only one type of grant following the termination of the Long-Term grants. COBASE Project Development and Initiation Grants support American specialists who wish to host and/or visit their CEE or NIS colleagues in order to initiate research projects and prepare collaborative research proposals for submission to NSF. Visits developed primarily to present lectures or training courses to organize or attend conferences are ineligible. In contrast to previous program rules, U.S. applicants may now request support for up to two visits in either or both directions (i.e., either traveling to CEE/NIS or hosting a colleague from the region here in the U.S.), with the total combined duration of the visit(s) not to exceed eight weeks. Each individual visit proposed must be at least two weeks (10-14 days) in length.

*ELIGIBILITY*

All applicants must: (1) be U.S. citizens or permanent residents; (2) be affiliated with U.S. universities or other non-profit research institutions; and (3) possess Ph.D. degrees or equivalent research experience.

Visiting specialists must possess CEE/NIS citizenship, be permanently employed at a CEE/NIS institution, and hold Ph.D. (kandidat) degrees or research training and experience equivalent to a doctoral degree.

Please do not apply if the foreign specialist you wish to host is already here in the U.S. If you and your foreign colleague have already worked together in the past, you should apply directly to NSF for long-term support.

U.S. Government employees generally are not supported under the program.

Specialists who have received their doctoral degrees within the past six
years will receive special consideration, as will specialists applying to work with colleagues in less frequently represented countries and regions.

Scientists and engineers who hold a current NSF grant and are eligible for an NSF international supplement should not apply to this program. NSF's Eastern Europe Program staff (703-292-8703) can advise regarding applications for NSF international supplements.

*PARTICIPATING COUNTRIES*

Armenia, Azerbaijan (traveling only), Belarus (no hosting of Belarusian government employees), Bosnia (hosting in the U.S. only), Bulgaria, Croatia, Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Former Yugoslav Republic of Macedonia, Moldova, Poland, Romania, Russia (please check listing of embargoed Russian institutes posted above), Slovakia, Slovenia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

*SPECIAL INFORMATION FOR RUSSIAN INVOLVEMENT*

Important information for applicants in grants programs involving Russian partners.

As a result of recent determinations made by the U.S. Government, we are
not permitted to award grants to support visits to or the hosting of researchers from the Russian institutions listed below. For further information, please contact ocee@nas.edu.

*ACCEPTED FIELDS*

Only fields funded by the National Science Foundation are eligible, including archaeology and anthropology; astronomy; biochemistry, biophysics and genetics; biological sciences; chemistry; computer science; earth sciences; economics; engineering; environmental sciences; geography; history and philosophy of science; linguistics; mathematics; physics; political science; non-clinically oriented psychology; science and technology policy; and sociology. No proposals involving agricultural production; drug testing or development; research on the diagnosis, etiology or treatment of physical or mental diseases or disorders; or the use of animal models of human diseases or conditions will be accepted. Proposals outside the scope of the program will not be considered.

*SELECTION*

The evaluation of each proposal will take into account: (1) applicant's technical abilities (scientific accomplishments to date, including significance of publications in peer-reviewed journals and independent research); (2) quality of the proposed project (specificity and significance of the projects's objectives, including expected contributions to the specific discipline and to the greater scientific community); (3) feasibility of carrying out the proposed project (capabilities of proposed hosts in the research area, including availability of required facilities; ability of visitor to work in a Western environment; and ability of visitor to communicate effectively with colleagues); and (4) prospects for long-term collaboration following the completion of the current project.

*REPORTING REQUIREMENTS*

At the completion of the visit the American specialist will be asked to submit a report that details and evaluates the collaboration in accordance with trip report guidelines (on webpage).

*PROGRAM POSTMARKING DEADLINES*

January 8, 2001 (notification in late March 2001)

April 16, 2001 (notification in mid July 2001)

*APPLICATION INSTRUCTIONS*

Please submit an original application plus 4 copies of the following in the order listed:

- "American Specialist Information" form
- "Foreign Specialist Information" form
- 3-4 page statement describing your proposed project, specifying objectives to be achieved and methods to be used, and clearly specifying the location, duration, and purpose of each proposed visit
- American specialist's curriculum vitae
- American specialist's list of 5-10 of his/her recent publications relevant to the proposed project/research (please do not attach any other publication information)
- foreign partner's curriculum vitae -
visiting specialist's list of 5-10 of his/her recent publications relevant to the proposed project/research
- one-page statement by your foreign partner describing his/her background, accomplishments, and research interests and relating them to the proposed collaborative project
- "Proposed Budget" form
- relevant documentation to the effect that the visiting specialist will have an opportunity to effectively utilize the experience he/she acquires in the U.S. upon returning home; this should include correspondence from the foreign partner's home institution indicating that he/she will return to an appropriate position upon completion of the program
- "Statement of Responsibilities" form
